Staying permanently in Québec -International Students

Applying for a Certificat de sélection du Québec (CSQ – Québec selection certificate)

Modifications to the immigration rules and procedures entered into effect on April 1, 2015.

Modifications have been made to the List of areas of training; they entered into effect on January 26, 2015.

If you wish to settle in Québec permanently and you are a foreign student, Québec graduate or skilled temporary foreign worker employed in Québec, you can apply for a Certificat de sélection du Québec (CSQ) in the skilled worker class. Note that you must be age 18 or older and plan to settle in Québec with the intention of being gainfully employed. 

IMPORTANT: If you are applying for a Certificat de sélection du Québec as a skilled worker, you must choose between the Programme de l’expérience québécoise (PEQ – Québec experience program) and the regular selection program for skilled workers. We provide a self-assessment questionnaireto direct you to the information and forms associated with the program that seems most appropriate in your situation.


Programme de l’expérience québécoise (PEQ – Québec experience program) (simplified process)

PEQ – Québec graduate 
This program is aimed at you if you have obtained an eligible Québec diploma, or you are in the process of doing so, and you have an advanced intermediate knowledge of oral French.

Foreign student in Québec
The regular program applies to you if you are pursuing or have successfully completed a study program in Québec.

Eligibles diplomas

Québec diplomas eligible under the PEQ are: 


  • a Bachelor’s degree (university undergraduate); 
  • a Master’s degree (and an MBA); 
  • a doctorate;
  • a Diplôme d’études collégiales techniques (DEC – diploma of college studies, technical training); 
  • a Diplôme d’études professionnelles (DEP – diploma of vocational studies) lasting 1,800 hours of study; 
  • a Diplôme d’études professionnelles (DEP – diploma of vocational studies) followed by an attestation de spécialisation professionnelle (ASP – attestation of vocational specialization) attesting to a minimum of 1800 hours of training and leading to a particular trade.


  USEFUL INFORMATION   

The ASP attests to the specialization of a student in an area of training that is more specialized than the one represented by a DEP. It attests to training that offers upgrading or specialization in a particular trade. 

The ASP programs are developed by the Ministère de l’Éducation, du Loisir et du Sport. For more information, consult the Inforoute de la formation professionnelle et technique. 

To be eligible, these diplomas must have been:


  • obtained during the 36 months preceding submission of the application for a Certificat de sélection du Québec;
  • issued by a Québec university or an educational institution recognized by the Ministère de l’Éducation, du Loisir et du Sport or by the Ministère de l’Enseignement supérieur, de la Rechercher, de la Science et de la Technologie; 
  • obtained following a full-time study program in a Québec institution located in Québec.


 You are not eligible for the PEQ if:


  • you hold any other diploma than those cited above [e.g., Attestation of Vocational Studies (AVS), Attestation of College Studies (ACS), Graduate Diploma in Specialized Studies (DESS), post-doctorate]
  • you submit two diplomas of vocational studies for which the duration of each program is less than 1800 hours;
  • you have not lived in Québec for at least half the duration of your study program.
